Mahama Overhauls Public Sector: Fires boards, warns errant agency heads in sweeping restructure

President John Dramani Mahama has initiated a comprehensive restructuring of state-owned entities, dissolving the governing boards of nine major state institutions and declaring zero tolerance for Chief Executive Officers (CEOs) who display insubordination toward sector ministers or compromise administrative operations.

The executive overhaul affects crucial entities across energy, finance, logistics, and infrastructure. Impacted bodies include the Ghana National Petroleum Corporation (GNPC), Bulk Oil Storage and Transportation Company Limited (BOST), Consolidated Bank Ghana Limited (CBG), and the National Sports Authority (NSA). Also affected are Prestea Sankofa Gold Limited, Volta Aluminium Company Limited (VALCO), Ghana Post Company Limited, the Road Maintenance Trust Fund, and TDC Ghana Limited.

The board dissolutions were announced in an official directive issued on Wednesday by Felix Kwakye Ofosu, Presidential Spokesperson and Minister of State in charge of Government Communications.

“President John Dramani Mahama has dissolved the Boards of the following institutions with immediate effect,” the statement from the Presidency confirmed. “The President has directed the relevant sector ministers and institutional heads to ensure a smooth transition of administrative responsibilities while new board appointments are finalized.”

 

Simultaneously, a warning notice issued by the Executive Secretary to the President, Dr. Callistus Mahama, signaled that an extensive reshuffle targeting heads of public agencies and state enterprises is now underway. The Presidency emphasized that agency heads will no longer be permitted to bypass supervising ministers or operate outside established lines of authority.

“The President expects all Ministers, Deputy Ministers, Chief Executives, Board members and other political appointees to discharge their responsibilities with integrity, diligence, humility and respect for established administrative procedures,” Dr. Callistus Mahama stated.

Addressing rising concerns over inter-agency friction and institutional insubordination, the Executive Secretary warned that officials who fail to align with their sector ministers face swift dismissal.

“Conduct that undermines governmental cohesion, institutional authority or the effective implementation of Government policy will not be tolerated,” the statement read. “All appointees are reminded that public office is a privilege and an opportunity to serve the Ghanaian people.”

Confirming that performance evaluations are actively driving the ongoing structural reorganization, the Presidency indicated that further changes will follow to streamline government operations.

“Performance across all sectors will continue to be assessed, and the President will take any further action necessary to safeguard the integrity, effectiveness and responsiveness of his Administration,” Dr. Callistus Mahama asserted. “All appointees are expected to cooperate and commit as we work together to deliver the Government’s mandate and improve the lives of the Ghanaian people.”

Industry analysts view the dual actions board dissolutions combined with an impending CEO reshuffle as a firm effort by the administration to enforce chain-of-command discipline, eliminate bureaucratic friction, and realign state assets with national economic priorities. Announcements regarding newly reconstituted governing boards and chief executive replacements are expected in the coming days.
