Auditor-General calls for shift to preventive auditing to plug financial leaks

Ghana’s Audit Service has intercepted and retrieved over GH¢18 billion in misappropriated public funds between 2022 and 2026, signaling a major push toward tightening financial controls across state institutions.

The enforcement drive also blocked approximately GH¢11.7 billion in unauthorized and wrongful payments in 2025 alone before the funds could leave state coffers.

Delivering the keynote address at the African Organisation of Public Accounts Committees (AFROPAC) Conference, Auditor-General Dr. Pamela Graham outlined the financial milestones while advocating for a structural shift in how public sector accounting operates across the continent.

“From 2022 to date, we have actually recovered over 18 billion Ghana cedis from the work of the Auditor-General,” Dr. Graham announced. “We have saved the country about 11.7 billion from wrongful payments only in just in 2025.”

Dr. Graham argued that state institutions must move past the traditional model of treating audit reports as post-mortem accounting exercises. Instead, she urged administrators to treat audit findings as predictive tools to prevent leakage before it occurs.

“Financial statements or financial audits should not be viewed just as historic detective instruments, but be seen as providing strategic intelligence that helps future control implementations and policy formulations,” she stated.

The Auditor-General stressed that the true metric of success for state oversight bodies is not simply tallying financial irregularities, but ensuring that public entities implement binding corrective measures to eliminate structural vulnerabilities.

Dr. Graham concluded by urging legislative oversight committees and public sector heads to strictly enforce audit recommendations, ensuring that data gathered during financial reviews directly informs policy reform and protects national resources.
