  • Mahama signed only 3 PPAs not 43– John Jinapor

    A claim by the chairman of the mines and energy committee of parliament, Mr Samuel Atta Akyea, that some power purchase agreements signed by former President John Mahama in the heady days of the erratic power supply period, caused the state to pay $320 million for unused power in 2018 alone, is false and lacks basis, the ranking member of that committee, Mr John Jinapor, has said.

     

    Mr Atta Akyea had said the take-or-pay power purchase agreements have cost the state $968 million so far, in terms of payments for idle capacity and reserve margins.

     

    At a press conference in parliament, last week, Mr Atta Akyea referred to the Ghana Integrated Power Sector Master Plan (IPSMP) and the Energy Commission’s work, which, according to him, showed significant overcapacity in the country’s energy sector.

     

    “Under Generation and Demand of the 2019 IPSMP, the modelling results confirm that there is significant overcapacity in Ghana, that this overcapacity was expected to continue for 5 to 7 years when the power plants under construction are commissioned”, he said.

     

    1. The report further noted, he added, that “the reserve margin in 2018 and 2019 were significantly higher than the planned reserve margin of 20%”.

     

    Furthermore, he said “the overcapacity challenge is expected to continue into the mid-2020s”.

     

    The Abuakwa North MP noted that “between 2017 and 2020, the annual cost of idle capacity ranged between US$ 105.4 million and US$ 373.7million per year”.

     

    Over the period, he said “a total amount of US$ 368 million had been paid for idle capacities and a further US$ 600 million had been paid for the cost of reserve margins totalling US$968million”.

     

    Mr Akyea, however, mentioned that some of the terms of the PPAs have been renegotiated.

     

    For instance, he said: “We note that the AKSA Emergency Power Agreement (EPA), after expiration on 31 July 2022, was renegotiated by ECG with better terms for 15 years, with a dispatch guarantee of 40%. This is far better than the full take-or-pay arrangement under the expired EPA”.

     

    With the 205MW AKSA PPA, Mr Akyea said the introduction of a dispatch guarantee has helped to beat down the cost incurred by the state, as far as the payment for excess capacity is concerned.

     

    He explained that it is meant to provide “system reliability in the middle and the northern belts of the country based on a system reliability study by the Ghana Grid Company (GRIDCo)”.

     

    “To achieve the objective of reliability, there is the need to have a level of guaranteed dispatch of the plant”, he noted.

     

    He said the dispatch guarantee provided for in the new terms for contracting PPAs “is also a gradual means of reducing the cost of excess capacity payment that has plagued the sector from the numerous take or pay agreements”.

     

    “The non-dispatch of this plant will save the country 60% of the cost compared to the original contract”, Mr Atta Akyea added.

     

    In a rebuttal statement, however, Mr Jinapor said the minority caucus has noted “with disappointment”, Mr Atta Akyea’s “very wild” and “baseless” claims.

     

    He said: “The surprising thing is that Mr Atta Akyea was reported to have been speaking on behalf of the Mines and Energy Committee”.

     

    “For the avoidance of doubt, the Mines and Energy Committee has never taken such a position”, the opposition MP noted.

     

    He said “neither has the committee mandated Mr Atta Kyea to speak on its behalf in respect of the Power Purchase Agreements (PPAs) signed under President Mahama which, with all intents and purposes, have proven to be the reason for Ghana’s current stable electricity supply”.

     

    The statement said the “reported claim that the former administration entered into 43 take-or-pay Power Purchase Agreements resultng in the current government being obligated to pay over 320 million dollars in 2018 for unused power charges is not only false but a clear lack of appreciation of Ghana’s power sector”.

     

    The records from the Energy Commission’s 2018 Energy Statistics are available for verification, Mr Jinapor added.

     

    He said from these records, “a total of 13 thermal plants operated in 2018, with only three (3) signed under President Mahama”. “How the New Patriotic Party and its communicators are able to concoct and embellish such unfounded payments for 43 take-or-pay power agreements in 2018 alone is shocking and mind-boggling”.

     

    “The minority wishes to caution in the strongest terms that it will not allow the name of the Mines and Energy Committee to be used for self-seeking and propaganda-laden political communication”.

     

     

  • “I am also disappointed” – Mahama expresses in a write-up on approval of new ministerial nominees

    Former President, John D. Mahama, has taken to his facebook wall to express his disappointment at the outcome of voting in parliament yesterday on the ministerial nominees.

     

    He noted that, Ghanaians and himself were sorely disappointed yesterday when several members of the Minority for some parochial and personal interest voted against the principled position adopted by the NDC party not add up to already bloated NPP-led government.

     

    The NDC party and its members in Parliament, weeks a go declared their intention on a principled position not to approve any new ministers until the President has taken steps to significantly reduce the size of his government. But, the voting in the House yesterday was disappointing many Ghanaians who had put their trust in the hands of the minority.

     

    “Those responsible for this betrayal must do some serious soul searching and learn to place national interest over personal interest”, John Mahama shared his disappointment.

     

    “Equally disappointing is the President’s refusal to seize the opportunity to realign and downsize his bloated government when the NPP flagbearer hopefuls and the Chieftaincy minister resigned.

     

    “I still believe, as I said in Ho recently, that in this time of crisis, government can still run efficiently with not more than 60 ministers.”

    A couple of weeks ago, our NDC group in Parliament announced a principled position not to approve any new ministers until the President has taken steps to significantly reduce the size of his government.

     

    This position was supported by a broad section of Ghanaians and public advocacy groups.

     

    Unfortunately, Ghanaians were sorely disappointed yesterday when several members of the Minority for some parochial and personal interest voted against the principled position adopted by the party.

     

    I am also disappointed.

     

    Those responsible for this betrayal must do some serious soul searching and learn to place national interest over personal interest.

     

    Equally disappointing is the President’s refusal to seize the opportunity to realign and downsize his bloated government when the NPP flagbearer hopefuls and the Chieftaincy minister resigned.

     

    Clearly in this time of crisis and excruciating hardships, President Akufo-Addo, his NPP administration and some of our MPs are out of tune with the mood of the Ghanaian people.

     

    I still believe, as I said in Ho recently, that in this time of crisis, government can still run efficiently with not more than 60 ministers.

     

    For our grassroots members and all Ghanaians who are disappointed by this insensitivity, I urge you not to despair.

     

    2024 offers us an opportunity to work hard to defeat this reckless government that seeks to destroy our democracy and the very livelihoods of Ghanaians- an opportunity for us to work and build the Ghana we all want from January 07, 2025.

    JM Supports the Aged/Needy in Awutu Senya East

    The National Zango Caucus on Wednesday, 27th April, 2022 continued H. E. John Dramani Mahama’s Ramadan tour of the zangos.

    In a short ceremony attended by mostly the aged and physically challenged at the constituency party office, the National Executives of the Zongo Caucus namely, Alhaji Mohammed Cole Younger, Alhaji Mustapha Abubakar and Alhaji Mohammed Naziru, presented some items to the participants on behalf of H. E John Dramani Mahama, to enable them finish the Ramadan with ease.

    The beneficiaries of JDM’s kind gesture at ASEC are, a popular visually impaired NDC communicator by name Sulley ‘nokware asa’ and Madam Zainab among other aged men and women in the said constituency.

    The Constituency Executives for ASEC led by the vice chairman (Hajia Zainab), the Constituency Zongo Caucus Coordinator and the  youth wing were all present at the brief ceremony.

    Alhaji Cole Younger who spoke at the ceremony entreated the beneficiaries to countinue to pray for mother Ghana, the NDC and H.E John Dramani Mahama.

    In her vote of thanks, the vice chairman for the Awutu Senya East Constituency Hajia Zainab thanked H.E John Dramani Mahama for remembering their orphan constituency in this difficult time and promised to keep the former President and the NDC in their prayers.

    The former deputy CEO of MASLOC Alhaji Mustapha Abubakar and the National Zango Caucus Communication Officer Alhaji Naziru Mohammed today represented H.E JOHN DRAMANI MAHAMA and the Party at the final Tasfir (Taashei) of the Ahle Sunnah Leader Sheikh Ummar Ibrahim at Abeka (Abubakar Sadiq Masjid).

    Among other key points, Alhaji Mustapha Abubakar used the opportunity to sensitize and spurred on Zango and Muslims youth to focus on education and entrepreneurship for better future.     In a show of solidarity and commitment to the welfare of the Muslim community in this Holy Month of Ramadan, H.E John Dramani Mahama has embarked on iftar (breaking fast) series to fraternize and and pray with the leadership of the Muslim community in Ghana as the last ten days of Ramadan beckons.

    The first of such series was held on Tuesday, April 19, 2022 at the Residence of the National Chief Imam, Shaikh Dr. Osman Nuhu Sharubutu, New Fadama, Accra.

    Prominent among the delegation of H.E the President are the National Vice Chairman of the NDC and a former Ambassador Alhaji Sinari, Alhaji Muniru Limuna, Imam Omar Sanda, Alhaji Mohammed Mamah Cole Younger (National Zongo Caucus Coordinator of the NDC)

    Others include Alhaji Mustapha Abubakar, Alhaji Yahya Kondow Alhaji Mohammed Naziru, Alhaji Ashkar (all National Executive Members of the NDC Zongo Caucus) Baba Sadiq Abdulai and Alhaji Sumaila Horoya (the Greeter Accra Regional Coordinator of the NDC Zongo Caucus).

    H.E John Mahama used the occasion to ask for special prayers for the country, presented some gift items to the staff of the Chief Imam’s residence and wished the Chief Imam a happy 103 birthday in advance.
